LCol Chipman and Gen McNaughton shake hands, 1 Nov 1939, at the inspection of the 1st Bn 48th Highlanders who were training and preparing for overseas duty. The battalion would depart Toronto on 17 December for a convoy from Halifax to the UK as part of the 1st Canadian contingent- [also see P1350  P1351]. LCol Chipman was Commanding Officer of the Home Battalion. The inspection appears to be on the CNE grounds where the 1st Battalion was training with barracks in the Horse Palace.
