Frederick Beverly (Bev) Matthews graduated from University of Toronto and was called to the Bar in 1930.  In 1939 he went overseas an original officer of 1st Battalion, 48th Highlanders. In 1940 while serving as Bn Transport Officer he was transferred A (Admin) Branch Canadian Military Headquarters (CMHQ) in London. By April 1945 Brigadier FB Matthews was serving as Brigadier “A” at CMHQ having served as the principal staff officer responsible for administration and quartering (A&Q in 5th Armoured Division, 1st Canadian Corps and 1st Canadian Army. After the war he returned to the practice of law.  He died in 1997.

Commander of the order of the British Empire (CBE)

This officer served as Col AQ at HQ First Canadian Army for a period of six months from September 1944 to March 1945 and was then appointed DAG at Canadian Military Headquarters.

As Col AQ he was directly responsible to the DA & QMG for all matters connected with the administration of First Canadian Army.  He applied himself to these onerous duties width the utmost energy and ability and displayed not only great imagination and resource but exceptional powers as an organizer and executive.

During this period First Cdn Army was engaged in some of the most difficult operations in the campaign and the problems of administration which arose were of the first magnitude. This officer remained completely unruffled under extreme pressure and his ability and drive were to a considerable degree responsible for the efficient maintenance of the army and consequently contributed materially to the success of operations.
