Staff Sergeant Harp joined the 48th in the first group of 48th Highlanders in 1891, the year of the regiment’s founding. At the request of the 48th he was detached from the Gordon Highlanders in Scotland to be musketry instructor. Under his guidance, the 48th became renowned for its shooting prowess. Harp led by example, placing first in the grand aggregate at the Dominion Rifle Association matches in 1894 and 1895 and qualifying in first place for the Bisley team of 1896
